Additional care will be taken where content involves children or vulnerable people.

Receiving assistance must never be conditional upon agreeing to participate in fundraising, publicity, photography, social media or promotional activities.

MCR will not knowingly publish material that exploits, humiliates or misrepresents a person experiencing hardship.

FINANCIAL ACCOUNTABILITY

MCR is committed to managing charitable funds responsibly.

Financial controls are designed to:

  • protect charitable money and property;
  • ensure expenditure is properly authorised;
  • maintain appropriate financial records;
  • prevent fraud and misuse;
  • manage restricted funding appropriately;
  • reconcile financial accounts;
  • provide appropriate financial oversight; and
  • demonstrate that funds are used for legitimate charitable purposes.

No MCR funds or property may be used for improper personal benefit.

INCIDENTS, RISK & EMERGENCY RESPONSE

MCR seeks to identify and manage risks associated with its activities, events, volunteers, beneficiaries and community programs.

Serious incidents must be escalated promptly.

Where an incident presents an immediate risk to life or safety, protecting people takes priority.

MCR may contact emergency services, police, child protection authorities, insurers, regulators, funders or other appropriate organisations where necessary.

POLICY REVIEW

MCR’s policies are reviewed periodically and may be updated when:

  • legislation or regulatory requirements change;
  • MCR’s activities change;
  • new risks are identified;
  • an incident or complaint identifies an improvement;
  • funding or contractual requirements change; or
  • the Governing Committee determines that an amendment is necessary.

The detailed internal policies, Constitution and resolutions approved by the Governing Committee remain the authoritative organisational documents where applicable.

If a public website statement is inconsistent with MCR’s Constitution, applicable law or an approved internal policy, the Constitution, applicable law and formally approved organisational policy will take precedence.

Equity, Inclusion & Non-discrimination Policy

MCR seeks to provide assistance and opportunities in a fair, respectful and inclusive manner.

We recognise that people have different circumstances and may face barriers relating to disability, age, culture, language, family circumstances, financial hardship or other factors.

Decisions about charitable assistance will be based on relevant need, eligibility, safety and available resources rather than favouritism or improper discrimination.

MCR seeks to provide culturally respectful and accessible communication.

Conflict Of Interest Policy — Public Statement

MCR requires Responsible Persons and other relevant representatives to disclose actual, potential or perceived conflicts of interest.

Where a conflict exists, appropriate measures may include:

  • declaring the conflict;
  • recording it;
  • restricting access to information;
  • withdrawing from discussions;
  • not voting;
  • obtaining independent approval; or
  • referring the matter to another non-conflicted person.

No person should approve a payment or charitable benefit solely for themselves or a related person.

Assistance will not be approved because an applicant has a personal relationship with an MCR committee member, volunteer or supporter.
